DOB then to DOB Now - Build
At this point, we have accepted that the NYC Department of Buildings regulatory filing process is now fully virtual with the latest integrated updates to DOB NOW – Build. Just passing a year since the initial lock down, here is the gist of what has changed and what you need to know, moving forward.

Place of Assembly Applications (Including Temporary Place of Assemblies) are also submitted through DOB NOW-Build under “no work” applications.​

Large New Buildings and Major Alteration-CO Jobs are assigned to Development HUB. This includes New Buildings & Alterations with significant demolition & enlargement scope for high-rise buildings or buildings 7-stories or greater (100,000 sq. ft. or greater).
*According to BC 202 – High-Rise Building is defined as a building with an occupied floor located more than 75 feet (22 860 mm) above the lowest level of fire department vehicle access.

As of May 17th, 2021, Temporary Places of Assembly resume in DOB NOW – Build. Review of the TPA by the Department does not include compliance with required New York State Guidelines. A Temp. Certificate of Operation will be issued with the understanding that the event owner/applicant will conform with all NYS regulations required at the time of the event.
NYC Restaurants Reopening Guide

As of May 7th, indoor dining is increased to 75% capacity in New York City. To determine the allowable occupancy based on the percentage established, refer to the establishments Certificate of Operations or Certificate of Occupancy.
For example, if the CofO or PA-COO states a max. occupancy of 175 persons, the max. allowable occupancy at this time is 131 persons (175 x .75). Establishments shall post Max. occupancy signs and follow other NYS Operational requirements. Refer to NYC-Indoor Food Services Summary Guidelines for specific social distancing and other operational requirements.

Seating allowed at bars in New York City beginning May 3rd, consistent with State-issued food services guidance.

Beginning May 17, the curfew will be removed for private outdoor dining areas beginning. Curfew for catered events where attendees have proof of vaccination status or negative COVID test result will also be lifted.

Food is no longer required to be sold when an individual ordered an alcoholic beverage at an SLA licensed establishment.
